One reason I'm thinking Nobilis for Celestial games and PDQ for Human games is the diceless/dice dichotomy. In In Nobilis Inside, by design, Celestials and Ethereals, when contending with one another, do not have randomness as a part of the process. They have their abilities, and their resource management, and their skills and strategies, but not randomness.
But humanity is random. They throw a monkey wrench into the whole thing. Take the focus away from Celestials and Anchors and put it firmly on Dead Inside humans bootstrapping their way up, and not only is there the chance of failure on the part of the humans, but even the angels and demons find themselves screwing up.
So I agree -- in fact, that's why I want to go with PDQ instead of IN mechanics -- PDQ really can scale up and down in a way that In Nomine -- love it though I do -- can't.
Of course, I need to figure a way to put Interventions into all this....
