When we speak of someone like Rick Warren or Pat Robertson, we speak of them as "religious leaders," and in one sense that's true. They're influential in their churches. They are given great credence and great authority. But they do not speak for their churches.
I'm not sure you're right about Rick Warren. He's not empowered to speak for the Southern Baptist Convention, but as pastor and director of Saddleback Church? I do believe he can actually speak for that. Once you're running a megachurch, the terms change quite a bit.
Robertson does not have a church to speak for. (CBN is a complicated borderline case, though.)
