That's the original Golden Age version of Green Arrow, when he was (and I'm sure this is part of the joke in using him in The Brave and the Bold) an unapologetic Robin Hood-flavored Blatant Batman Rip-Off. He didn't become a hippie until Denny O'Neil got hold of him in the '60s.
