My father has one of those! Or something very much like it. He got it when he was in, I think, Singapore during a stopover when he was in the Navy. (This was during the Korean war).
It's got an ivory handle and solid metal tip, and does write on paper, though not very well.

I always thought it was some wierd style of dipping pen, though it doesn't have any slots to hold ink or anything. The tip is a very dark metal. He doesn't even know what it really is, he just bought it at a curio shop because the handle was carved very prettily.

The first time I ever heard of silverpoint drawing was after seeing John J. Muth's adaptation of Fritz Lang's "M"... The understanding from my art teacher was that the drawings will continue to change and tarnish as they age. God, I'd love to get my hand on a page from that book.

Fascinating. I wanted to get into a silver point a couple of years ago but never did because of the preparation you had to do with the paper.
