My father has one of those! Or something very much like it. He got it when he was in, I think, Singapore during a stopover when he was in the Navy. (This was during the Korean war). It's got an ivory handle and solid metal tip, and does write on paper, though not very well.
I always thought it was some wierd style of dipping pen, though it doesn't have any slots to hold ink or anything. The tip is a very dark metal. He doesn't even know what it really is, he just bought it at a curio shop because the handle was carved very prettily.
